Political battle disappoints doctor

Dr. Susan P. Nickel, who did the local trial on a vaccine that is the center of a Texas political battle, said Monday the treatment is safe and wished it had remained a medical matter.

SUMMARY OF PROPOSED FRANCHISE Atmos Energy Corporation On November 6, 2008, the City Council of the City of Temple considered on first reading an ordinance renewing the gas franchise of Atmos Energy Corporation. The City Council will consider the proposed ordinance on second reading on November 20, 2008 and conduct a public hearing on December 4, 2008 when it gives final consideration to the proposed renewal of the franchise ordinance. PURPOSE: A non-exclusive franchise is proposed for Atmos Energy Corporation to use the public streets, alleys and easements to sell and transport gas in and through the City of Temple, Texas. TERM: The franchise is effective for a term of fifteen (15) years. COMPENSATION/ FRANCHISE FEE: Compensation for the use of the City streets and right-of-way shall be four percent (4%) of the Gross Revenues, as defined in the franchise ordinance. EFFECTIVE DATE: The effective date of this franchise shall be January 1, 2009, provided that Atmos Energy Corporation has filed with the City its written acceptance of the terms and conditions of this franchise. NOT ASSIGNABLE: Franchise is not assignable without the approval of the City Council. A copy of the complete text of the proposed franchise ordinance is available for inspection or copying at the Office of the City Secretary, 1st Floor, Room 103, Municipal Building, 2 North Main Street, Temple, Texas, during normal business hours.
